Spends time reviewing with their child.
Provides a quiet learning station for homework 

As opposed to:

Accepting absenteeism and tardiness
Asking vague information:
"Do you have any homework?"
Expects child to it figure out.
Accepting distractions during study time.

Gives busy work

Enabling students by rescuing
